Sierra Leone’s Refugee All-Stars broke big about 10 years ago, when the film about their remarkable formation and the album of their remarkable music was released to worldwide acclaim. Though the large group’s members rotate in and out, the music — a mix of reggae and Sfrican styles — remains a big draw. The world also comes together tonight at Mayo Street Arts (10 Mayo St., Portland), which hosts the International Toy Theater Festival, featuring works by “paper theater” companies based in the U.S., Mexico and Germany.
